The NOV was issued on June 5, 2003 for mining outside the approved mine plan. The <br />permittee began mining in an azea that was under revision review at the time but had not received <br />Division approval. The permittee abated the NOV on June 10, 2003, and the NOV was terminated <br />the same day. Trapper Mining Inc. paid a fine of $950. <br />Permit Stipulations <br />There aze no Stipulations attached to the permit. All previous stipulations have been complied <br />with or incorporated into the Permit Application Package as permit commitments during previous <br />Midterm or Renewal actions. <br />Bond <br />The Division approved a Phase III bond release, SL-04, on 1857.7 acres of reclaimed cropland <br />and rangeland in 2003. The Division approved a release in the reclamation bond of $82,659.00 <br />as a result of SL-04. The Division approved a Phase I bond release, SL-O5, of 823.9 acres in <br />June 2004. Trapper Mining Inc. did not request a dollaz value be released for either SL-04 or <br />SL-O5, but rather that in both cases the Division release only the associated reclamation <br />liability. <br />The Division has reviewed the reclamation cost liability for the Trapper Mine permit. The <br />reclamation cost liability is estimated as $27,681,361.00.
