impacting the quality of ground water for which quality standazds have been established by <br />the Colorado Water Quality Control Commission. The Commission's Rule 41 sets forth <br />Basic Standazds for Ground Water. These standazds aze applicable to ground water at the <br />Trapper Mine. The Division believes Trapper has the potential for negatively impacting the <br />quality of the Flume Gulch alluvium. The potential impact is elevated dissolved solids from <br />coal spoil leachate migrating from Trapper's backfilled pits. <br />The Division proposes that the existing Coy well be established as the ground water point <br />of compliance for the Flume Gulch alluvium. The Coy well is outside the permit boundary; <br />therefore, Trapper's agreement to this proposed location is required by 4.05.13(1)(b)(i)(B). <br />If Trapper agrees that the Coy well is an appropriate location for a ground water point of <br />compliance, then please add a statement to the permit application similaz to this: <br />The Division and Trapper Mining Inc. have agreed that the Coy well is the point of <br />compliance for the Basic Standards for the Ground Water for the Flume Gulch <br />alluvium. <br />The first paragraph on page 4-242 would be an appropriate location in the permit for adding <br />the statement. <br />Trapper Mine Page 9 6!2912005 <br />Midterm Review <br />
