CEC
would again indicate that while reclamation has not progressed as fast as may have been
originally envisioned, the process continues to move forwazd at a consistent steady pace,
commensurate with the availability of ash for fill material. Without the ash disposal
activity "approximate o_iginal cen±cur" could rct be eccremically achieved in the
manner contemplated by either CEC or the Division of Minerals and Geology.
Incorporating the use of the disposal activity, together with continued approval of the
variance from contemporaneous reclamation, CEC can continue with the reclamation of
the Keenesburg mine site in a manner that it believes best reflects the goals and intent of
the regulations.
Enclosed is the revision application form, minor revision explanation and three (3) copies
each of a proposed revision to page 117 of the Permit document. We have also taken the
liberty of "adjusting" several statements on page 117 to reflect the current state of
activities at the site.:A favorable action an this proposed minor revision would be
appreciated.: ::...
