The resolution calls for a public hearing on
the proposal to ensure adequate public discussion of issues relating to
the health, safety and welfare of the citizens of Glenwood Springs. At
the time the quarry was discussed by council-- July 1 -- it was
uncertain whether a hearing would be held.
The council also has directed staff to forward a transcript of the dis-
cussion at the July 1 meeting. Because it is a lengthy document, I have
taken the liberty to summarize what are the major concerns raised at the
council meeting:
1. Dust Suppression. This is largely ignored in the current
operation ?nd should be strictly enforced in any new county
permit.
2. Noise. Hours of operation should be limited to daylight hours
during the week, both at the quarry and for the haul trucks.
3. Visual Impact. This will increase as an issue as the Oasis
Creek Subdivision continues to develop. The permit should
establish upper limits, in elevation, to the quarry.
4. Truck Traffic. Council feels that heavy truck traffic should
not be allowed to increase through the City, that is, on Grand
Avenue. The Council prefers that if increased production is
allowed, that the traffic be routed east or west on I-70.
S. Existing Site Reclamation. The Council would like to see
reclamation within the limits required of the law be done,
