<br />Rule 6.4.4 Exhibit D-Mine Plan <br />4. On Page D-3, the applicant states, "that in the event that Westem Mobile elects to operate aready- <br />mix concrete and/or an asphalt plant at the Lyons Site..." If Western Mobile plans to operate a <br />concrete plan or an asphalt batch plant, it will need to be specified in the permit, located on an <br />exhibit, and include a plan to ensure surface water and groundwater will not impacted. Please revise <br />the permit accordingly. <br />5. Please locate on a map all overburden and topsoil piles that will be stored on site. Please also <br />indicate how overburden and topsoil piles will be protected from wind and water erosion. <br />6. The applicant states that a series of conveyors will be used for the mining operation. Please indicate <br />the location of the conveyor(s) and provide designs for the ground level conveyors and elevated <br />conveyors. In addition, the conveyor corridor between Phases I and 11 will need to be noted as <br />"affected area," and depicted on the appropriate exhibit. <br />7. During the pre-operation inspection of August 20, 1999, the applicant indicated that the mining <br />sequence would be different than what was submitted to the Division. Please revise the exhibits to <br />reflect the proposed sequence of mining for the Lyons Pit. <br />8. Please identify the nature of the stratum immediately beneath the material to be mined. <br />9. Exhibit 3-C depicts the location of tests holes, and indicates the thickness of overburden and gravel. <br />Will azea be mined to the gravel depth depicted by the test hole? <br />10. Please specify the dimensions of any existing or proposed road(s) that will be used during the mining <br />operation. Describe any improvements necessary on existing roads and the specifications to be used <br />in construction of new roads. New or improved roads must be included as part of the permitted <br />acreage. In addition, please describe any associated drainage and runoff conveyance structures to <br />include sufficient information to evaluate structure sizing. <br />11. The applicant states that a dewatering trench will be constructed to facilitate mining. Please indicate <br />the dimensions of the trench in the application, and provide a typical cross section of the dewatering <br />trench. In addition, please indicate where the water will be pumped and discharged and/or if any <br />diversion or impoundments will be created. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />12.On Page E-3, the applicant states that two reservoirs are proposed for the West Plant site. Will the <br />reservoirs be sealed and capture surface water, or will they be recharged by groudwater? Please <br />indicate appropriate water right and provide designs of how the reservoirs will be constructed (i.e. <br />pond slopes, material to be used, compaction, inlets, spillways...) and provide an appropriate cross <br />section. <br />13. On Table 2 titled, Post-Minine Reclamation Table, acreages of various land uses are listed. Due to <br />the complexity of the mining and reclamation plan, it would be helpful for the Division during its <br />review of the application to have a list of the following acreages both prior to disturbance (existing <br />2 <br />
