EXHIBIT D <br />MINING PLAN <br />Operation Overview <br />Historical Operation Areas: This site has and continues to be a source of gravel for El <br />Paso County and the Colorado Department of Highways. It is also used by several <br />private contractors as a source of gravel. The oldest mined areas are near the north <br />easterly corner of the site which is the subject of this amendment. <br />Affected Land included in this Operation: This amendment application seeks to add an <br />area to the permit boundary which lies along the eastern boundary of the site. The <br />amendment is to facilitate the relocation of the access road to the pit. Relocation of the <br />access road comes at the request of El Paso Count Department of Transportation so as to <br />facilitate improvements to the intersection of Garrett Road and Cutis Road. The current <br />access road is located too close to the intersection. <br />The land owner wishes to maintain the affected land vs. permit boundary distinction of <br />the current permit. Therefore the only boundary being adjusted in the application is the <br />permit boundary. The affected land boundary will not change. <br />Methods of Minine: The pit is still managed by the permittee. The permittee allows the <br />extraction of materials from the pit by others parties. The primary user of the pit remains <br />El Paso County. The removed material is used to surface and otherwise maintain the <br />many miles of gravel roadway in the county. <br />As a result of this arrangement with the County the pit is not operated on a continuous <br />basis. Material is removes to replenish stock piles located elsewhere in the county. The <br />operation of the site is consistent in its nature. Material is excavated using a front end <br />loader and placed in trucks. Material is removed from the working face of the pit. There <br />is rarely any processing of material done on site. Further the use of stock piles of mined <br />materials is limited and occurs close to the working face to reduce travel distances for the <br />equipment. The overall result is a small physical working area for exposing the working <br />face, a truck turn around area, and the limited use stock piles. <br />The current access to the site is from Curtis Road. The entrance is just to the south of the <br />intersection of Curtis Road and Garrett Road. The entrance is closed and locked during <br />periods of inactivity. There is access to rangeland owned by the permittee through this <br />entrance; however the primary use is for the gravel pit. <br />
