(OOSI) submitted an amendment for the referenced mine permit to the <br />Division of Reclamation, Mining, and Safety (DBMS) in August 2006. The amendment <br />documents the existing retort water transmission pipeline and evaporation pond, and includes a <br />reclamation plan. The pipeline and pond are can-entry authorized under the referenced BLM <br />Right-of--Way (ROW). Bruce Smith (Western Water & Land, Inc.) has indicated that DBMS <br />requests written concurrence from BLM regazding proposed reclamation methods for the retort <br />water pipeline, specifically the reclamation of manholes. <br />The reclamation plan for the buried retort water pipeline and evaporation pond is described in <br />Exhibit E of the permit amendment. -Pipeline abandonment would consist offlushing the <br />pipeline and plugging each end with grout or foam. The requested abandonment procedure for <br />manhole covers located outside the Logan Wash Road is to weld the covers shut, while manholes <br />within the road would be backfilled. Reclamation of the evaporation pond would include <br />disposal of the pond precipitate and liner, removal of pond structures, and regrading and seeding <br />of the pond area. <br />We concur with the proposed DBMS reclamation plan, with the exception of manhole covers <br />located outside the road. Leaving welded manhole covers potentially exposed on the surface is <br />not considered an acceptable long-term method of abandonment. BLM will require that all <br />manholes be backfilled; including removal of covers and upper part of the concrete vault access <br />structure.
