Although no one has vet filed suit, several Elbctt County officials are concerned with how <br />the hilt affects normal road maintenance. According to county officials, Elbert County has thousands <br />of miles of dirt and gravel roads that aze frequently graded. It is not clear whether they trust contact <br />the notification association every time they do normal maintenance on a road such as grading or even <br />digging a hole to replace a stop sign that has been knocked down. The county has raised several <br />issues regazding the requirements of locating underground utilities while performing normal <br />maintenance duties or else be held liable for any damages that may occur. <br />Loca6ngutilities According to Elbert County officials, the countymustusealocatorservice <br />*.o assist in mazkina where the underground utilities are located. It can take several days before the <br />'.ocator is able to perform the required duties prior to the excavation. Frequency locators do not say <br />:now fat below the surface an underground utility is. Fer some excavation, this does not pose a <br />problem, however, county officials are concerned with normal maintenance of roads and ditches <br />which may accidently damage a utility that is only several inches below ground. <br />Road grading. Elbert County's concern over road grading arises when, performing routine <br />maintenance, they may uncover or damage underground utilities. It is difficult to schedule road <br />grading that can occur up to twice a month and is reliant upon the weather. Grading is often <br />performed shortly after a rain storm. The county is also concerned about locating all utilities along <br />all the miles of roads that they grade. This poses a problem when a utility locator is only able to <br />locate and mark several lines a day and cannot ]ocatc all of the utilities in an appropriate amount of <br />time. <br />
