The mines are in critical winter range for mule
deer and elk. Critical winter range is defined as an azea where the majority of the animals are concentrated for a
portion of the yeaz. The proposed mines are also in the eastern range of a population of Desert Big Hom Sheep
which inhabit the area year round. The effects on these animals could be significant if new roads are established
and habitat is destroyed.
The CDO W suggests implementing seasonal closures on mining activities during the winter months. The azea
contains the largest concent[ations of wintering mule deer and elk from December through April. By limiting or
ceasing vehicle traffic and mining operations during this time period, there would be a decreased disturbance to
animals while in their critical winter range.
There are approximately 10 different species of bats that inhabit the area. One species in particular, the
Thompsons Big Eared Bat is considered a species of special concern in Colorado. Active mines have been shown
to have little to no impact on bats due to high levels of activity in and azound the area. However, inactive mines
are oRen used by bats as either winter roost sites or summer breeding areas. Many of these inactive mines have
"bat gates" on them, allowing bats access and denying human disturbance. If bat gates are encountered on any
mine shafts, the CDOW strongly suggests contacting our field personnel to determine the tirrx of year bats inhabit
the area, and potentially creating seasonal mining closures. The overall impact on bats should be minimal if new
shafts are created, and will create more bat habitat if they are abandoned.
We recommend that existing roads and "two tracks" be used to access the mines. This would help to minimize
habitat fragmentation as well as disturbance to existing wildlife.
With the increased human activity at the Denison and Topaz Mines, the spread and control of noxious weeds
becomes a concern for wildlife. The CDOW recommends that consideration be made for using principles of an
integrated weed management plan which San Miguel County may already have in place. Invasive plants endanger
the ecosystem by disturbing natural processes and jeopazdizing the survival of native plants and the wildlife that
depends on them. We recommend that Denison Mines (USA) Corp continually control noxious weeds in Big
DEPARTMENT OF NATURAL RESOURCES, Harris D.
