Exhibit E <br />Reclamation Plan <br />The reclamation of the Topaz Mine will be conducted in accordance with the Colorado Mined <br />Land Reclamation Act and the BLM mining laws as dictated by 43 CFR 3809 as discussed in <br />detail in the following sections. <br />E.1 Measures to Prevent Unnecessary and Undue Degradation <br />This reclamation plan was prepared to ensure that undue degradation of any environmental <br />resources does not occur <br />E.1.1 Growth Media/Soil Balance <br />Very little topsoil was stockpiled from previous mining operations at the Topaz Mine, therefore <br />flat areas on top of the waste rock pile will be covered with topsoil first to ensure that reclamation <br />in these areas is successful. Following topsoil coverage of the flat areas in the surface facilities <br />area, the remaining topsoil will be placed over the regraded WRA and the sealed portals to an <br />average depth of 3 to 6 inches. This will be accomplished using a dozer, front-end loader, and <br />either scrapers or trucks. The regraded WRA will encroach upon the footprint of the topsoil <br />stockpile; accordingly, the regrading and topsoil placement activities will be conducted <br />concurrently in a staged manner to avoid double handling or covering of the soil. <br />The access roads to the surface facilities and the existing vent hole pads and access roads will <br />receive topsoil if sufficient topsoil is available from the original construction of the road. After <br />regrading to the approximate original contour, these areas will be ripped and seeded as specified <br />in the Reclamation Maps (Figures F-1 and F-2). Prior to disturbance, available soil will be <br />stockpiled from the access roads and pads for the new vent holes as far as possible given the <br />limited soil availability at the site. <br />E.1.2 Revegetation, Seeding, and Planting <br />The following sections discuss revegetation, seeding, and planting. <br />5-23-2007 Exhibit E Rec Plan E- I <br />
