• Mr. Jeff Deckler
Spetember 12, 1985
Page Three
AJc eguacY Issue (S)
The "automatic" discharge orifice for Pond 007 will be at an elevation of 7371.3, the
100% sediment level. The emergency spillway invert elevation will be 7379.5.
Adequacv Issue (6)
Wyoming Fuel Company has chosen not to install a sewage treatment plant at this
time and is evaluating leach field septic systems that will not discharge into Pond
OOb.
Adequacv Issue (8)
The attached letter from Nalco Chemical Company describes the chemical make-up
of the flocculants used in the thickener and belt press processes. These chemicals
will be highly diluted in any potential discharge and are well below any recognized
regulatory standards for toxicity.
• Also attached are typical analyses of the refuse material which is made up of coal,
shales and other rocks naturally associated with coal that have been separated from
the marketable product. This material is nominally less than 60 mesh and is
normally dewatered by the thickener and belt press for permanent disposal in the
refuse disposal area. We are unaware that this material has any properties that
would be of environmental concern. >n addition, at no time would the accumulation
of this material in the pond exceed approximately .5 acre-ft. Such accumulation
should be considered temporary since the material will all eventually be transported
to a permanent disposal site; i.e., Pond 006 should not be considered a permanent
refuse disposal site. For the above reasons Wyoming Fuel does not believe any
seepage from 006 will cause deterioration of the Purgatoire water quality.
Hopefully, the above responses will be sufficient for the Division to approve this
revision. Should you have additional questions or need additional information, please do
not hesitate to contact me.
Very truly yours,
~Lti~s~
David M. Stout
Environmental Coordinator
DMS/tl
u
