• Proposed, Endangered, Threatened, and Sensitive Species <br /> A total of 31 species of fish and wildlife are included on the state and federal list of <br /> proposed, endangered, threatened, and sensitive (PETS) species. An additional five <br /> species of plant also are included on this list. These plant species are discussed <br /> separately in Exhibit J. The tabularized list of PETS is included in the USFS. <br /> The Endangered Species Act (1973), as amended, requires all federal agencies to <br /> undertake programs for the conservation of threatened and endangered species, and <br /> prohibits those agencies from funding or conducting any action that would jeopardize a <br /> listed species or its "critical habitat" as defined in the Act. A formal Biological <br /> Assessment/Evaluation of proposed and listed species known, suspected, likely to <br /> occur, or with suitable habitat in the upper Williams Fork River valley was conducted by <br /> the USFS in coordination with the U.S. Fish and Wildlife Service as part of the NEPA <br /> process. In addition to federally proposed and listed species, the assessment included <br /> all other species on the PETS list. <br /> The USFS EA stated, "There is a likelihood that the area contains several of the <br /> sensitive wildlife species, but it is unlikely that any of the threatened or endangered <br /> species exist on the analysis (upper IffilIliams Fork Valley) area. A search of it <br /> Biological and Conservation Datasystem by the Colorado Natural Heritage Program did <br /> not reveal any recent records of special status species in the vicinity of the analysis <br /> area." <br /> Biological surveys for PETS in the Henderson Mill area were conducted in 1994 (The <br /> S.M. Stoller Corporation) and in spring and summer 1997( EA). No federally listed <br /> threatened or endangered species were documented during either survey, nor do <br /> records indicate their occurrence. A small population of Colorado River cutthroat trout <br /> were observed in abandoned beaver ponds in the East Branch of Ute Creek, but no <br /> studies were conducted to determine genetic strain or purity. <br /> The BABE survey is found in the USFS EA.
