Sorenson of the DMG.
2.0 THE AMENDMENT
The present Henderson Permit encompasses 3534 acres of affected land. This
Amendment proposes to add an additional 53.36 surface acres to this total. The
acreage to be added is a narrow area which ties into the existing permit
boundary approximately 15,200 feet south of the mill and continues south for
approximately 12,400 feet across 6200 feet of land managed by the U.S. Forest
Service (USFS) to a point where it reconnects with existing permitted affected
land. The legal description for the additional acreage is in Exhibit A. Exhibit 8 is
a generalized index map showing the location of the Henderson Mine and Mill
and the conveyor location. The detailed map (scale: V= 800') of the proposed
• additional acreage is in Exhibit C.
Because the proposed additional affected land is managed by the USFS
(Arapaho National Forest) and requires a Special Use Permit (SUP) from that
federal agency, the National Environmental Policy Act (NEPA) process was
triggered by Henderson's application for this SUP. The USFS, Sulphur Ranger
District, determined that Henderson's proposal required completion of an
Environmental Assessment (EA) prior to issuance of the SUP. The EA
(Henderson Overland Surface Conveyor Environmental Assessment. Sulphur
Ranger District, Arapaho National Forest, USDA Forest Service - Region 2)
public comment period was completed January 16, 1998, and the Record of
Decision (ROD) by the USFS was issued on shortly thereafter. Pertinent
portions of that document are incorporated into this Amendment. The EA in its
entirety is incorporated into the Amendment by reference.
AMR k
3
January 16,1996
Plana
