J 4 <br />blest To Board Approval <br />been reduced to the permitted levels--on May 26, 1992, the operator <br />submitted monitoring results indicating a reduction in cyanide levels <br />from 184-186 parts per million (ppm) to 32-34 ppm, and an application <br />for a technical revision (TF:-007) for the use of Hydrogen Peroxide as <br />an additional method of treating the tailings. With the Division's <br />approval of the TR, the operator will be required to cease the use of <br />Hydrogen Peroxide by October 15, 1992. The operator submitted TR-O10 <br />for the use of the INCO process for further tailings treatment; if <br />approved, this will be operational in October of 1992. <br />Abatement requirement 5) leak detection system effluent containment <br />plan--the operator committed to repairing the primary liner if a leak <br />is detected, however, no leak has been detected to date, 6) cyanide <br />detection, interception, containment remedial treatment--submitted as <br />technical revisions which ensure that ground water monitoring <br />facilities in place are adequate, 7) modification of the ore processing <br />methodology--a commitment has been made in writing, 8) modification of <br />the tailings area reclamation plan--commitment in writing-this will <br />occur 180 days after cyanide detoxification is completed, 9) <br />modification of tailings area environmental monitoring plan--commitment <br />made in writing and is ongoing, 10) necessary financial <br />assurance--commitment in writing, 11) critical path management <br />schedule--will be provided per• a commitment in writing and 12) <br />modification of the water quality monitor sampling and analysis <br />protocol--the operator submitted TR-006 and the Division issued <br />adequacy comments including 'the comments made by the citizens. The <br />protocol should be finalized next week. <br />Staff said the parties had submitted names and qualifications of <br />Companies as nominations for third-party sampling and analysis, as <br />requested by the Board, for the completion of a protocol. In response <br />to a question from the Board, Staff said the issue remaining of most <br />concern to the Division relates to the development of the protocol. <br />Mr. Dean Massey, an attorney representing the operator, presented <br />EXHIBIT B, an outline of the operator's status report to the Board. He <br />provided some background information and discussed the abatement <br />actions conducted by the operator. <br />Mr. Andre Duchane, representing the operator, discussed the <br />detoxification processes used and/or proposed for use (INCO) by the <br />operator. He said the INCO technology has been purchased, and the <br />operator plans to have the system operational by mid-October. The <br />Board discussed a concern from the citizens of the area about ground <br />water with Mr. Duchane, and he said a minimum of two additional wells <br />will be installed to monitor ground water. Staff said the Division is <br />in the process of reviewing t:he TRs related to the installation of <br />ground water monitoring wells. <br />At the request of the Board, Mr. Duchane, Mr. Massey and Staff <br />discussed the issue of cyanide levels remaining over the permitted <br />levels past June 24, 1992. <br />
