" <br />We feel that the Office's arbitrary interpretation of what they insist must be an amendment instead <br />of a.technical revision is unjustified by the clear intent of the Rules and Regulations and intent of <br />The Mined Reclamation Act. Such misinterpretation puts an extreme hardship upon the operator to <br />re-start all the repetitive application procedures and notices.
