(Whitewater). A portion of the pond in Phase 1 is public land administered by the Bureau of Land Management (BLM). An 89.96-acre parcel including Phases X and Y and the remainder of Phase 1 was purchased by the Bureau of Reclamation (BR) on behalf of the Endangered Fish Recovery Program in 2000, and is pending transfer of jurisdiction to the BLM. During the past several months the BLM surface reclamation specialist and geologist have been involved in discussions with Whitewater regarding reclamation issues at the above-referenced site. We are aware that Whitewater will be submitting to you a request for technical revisions to their permit. The BLM has discussed the proposed revisions with Whitewater and is in agreement with the changes described below. Whitewater will seed the areas shaded in green on the attached map labeled Figure 2 (23.1 acres). This will replace the original area to be seeded, which is shaded in green on Figure 1 (21.1 acres). Whitewater will use the pocking method to prepare the site. In place of the original seed mix specified in the permit, Whitewater will use the following BLM recommended seed mix as referenced in the BLM's July 29, 2004 letter to Whitewater.
