On August 10, 2004, the Mined land Reclamation Division received your request for Financial Warranty Reduction for
the Coal Creek Resources, Permit No. M-1988-044. We have determined that the following information must be
submitted to complete the requirements of Rule 4.14 and Rule 4.17 of the Constuction Material Rules and Regulations
and C.RS. 34-32.5-117(5) of the Colorado Land Reclamarion Act for the Extraction of Construction Materials (a copy
of this Rule and Statute aze enclosed for your information):

independent contractor to complete reclamation, including unit costs for reclamation activities as appropriate to
the operation to comply with the provisions of Section 3.1 and the Permit's Reclamation Plan.
