i • <br /> Exhibit"L" Reclamation Costs <br /> The Revised Reclamation Plan will involve the placement of topsoil over <br /> approximately 34 acres previously planned to be water surface. The placement of <br /> this additional material (anywhere form 18,000 to 27,000 cubic yards) is more than <br /> offset by the elimination of the two lakes proposed in Section 9. The reason for <br /> this is that in order to construct these lakes the operator would have to excavate <br /> approximately 200,000 cubic yards of bedrock shale at a cost that would be <br /> significantly higher than the cost associated with the placement of material described <br /> above. <br /> Furthermore, it should be noted that, as with the previously approved <br /> Reclamation Plan, the intent of this Amended Plan is to balance the earthwork <br /> quantities so that the approximated proposed final reclamation contours can be <br /> obtained using only on-site materials. These on-site materials include overburden, <br /> topsoil, and wash fines. No material will be imported to the site in order to create <br /> the final grades. <br /> The DMG staff evaluated the reclamation cost associated with the Deepe Pit <br /> on August 19, 1996. Since that time, mining has been completed and finished <br /> grading work was begun. Areas that have been graded and topsoiled will be seeded <br /> during the Spring of 1997. Western Mobile anticipates completing all reclamation <br /> work related to topsoil replacement, finished grading, demolition, and seeding by <br /> the spring of 1998. <br /> Based on the differences between the approved and proposed amended <br /> Reclamation Plan as described above, the current reclamation bond amount for the <br /> Deepe Pit should be adequate to cover the costs associated with the Revised <br /> Reclamation Plan. <br /> 6 <br />
