EXHIBIT D
MINING PLAN
A) The mining plan will cover 70.9 acres which will include the current 9.42
acres that are presently being mined under a 110 Permit, #79-103. An additional
23.2 acres will be a buffer zone and will not be disturbed as shown on the map.
The mining activity will continue on the same gravel formation elevation at
6585'. A 3 Phase Plan will include taking out the west gravel berm, that is
currently a berm left on the west boundaries going south to the north. This will be
replaced by a 10-15' overburden berm to provide a wind, sound and site barrier
for the mine. An agriculture right of way (road) will be left in the berm for non-
mining access. Phase 1 will include 34.1 acres of area to be disturbed. During
this time, the active mining will move east for 2500'. As movement proceeds at
an expected rate of 250' east by 720' north and south per year, the north highwall
will be graded to a 2:1 slope. Topsoil will be bermed 10' - 15' high all along the
north permit boundary for sight, sound and wind protection. The topsoil on the
north side will be bermed 1080' to a north/south property line and stop. After that
point, topsoil generated by stripping operations will be stockpiled in the active
mining area on the pit floor as part of our reclamation plan. Proper signage will
identify these topsoil piles. The gravel on the south boundary will be daylighted
out and overburden berms will be placed for pit protection all along from pit
access road easterly.
The stockpile areas on the north and south side and mining area will be stripped
of approximately 6" of topsoil. The overburden (1'- 4') will be stockpiled on the
south side of Phase 1 during mining. It is estimated that 700,000 tons of gravel
reserved are available to be mined during this Phase.
As the mining proceeds and reaches the 1800' to the east, all overburden and
topsoil will be brought down to the west pit floor starting at the west boundary
moving towards the east. A 400' x 400' area will not be reclaimed as it will be
the area designated for a material washing area along with pit access roads,
stockpiles and roads leading to them, along with an agriculture access road that is
currently there. The southwest comer extending 400' north x 400' east will be
reserved for washing operations in the future if needed. Water will be obtained
from rights from the owners and will be recycled in ponds adjoining the wash
plant with no water leaving property, no discharges will be allowed.
The Phase 2 mine plan will move diagonally from the west/north corner which
lies 1080' east of the west boundary line following the gravel seam to northeast.
This phase contains 21.3 acres. It is estimated that 625,000 tons of gravel
reserves lie in this phase. The 6"- 12" of topsoil and 2' of overburden will be
stripped off the top of the gravel and placed in separate piles on the east pit
boundaries. As mining moves northeasterly, the west slope will be sloped to 2: ]
while mining with 3:1 slopes at the time of reclamation.
~~ 19
