Exhibit D MINING PLAN <br />Unless specifically discussed below the methods described in <br />the Conversion amendment approved in 1996 mining and reclamation <br />plans will remain unchanged. The current bond is $20,300 and a <br />new reclamation cost estimate is presented in Exhibit L on page <br />15 of this application. Existing sloping, grading and shaping <br />plans will apply to the new area since they are similar to the <br />area now in the permit. The following changes to the mining plan <br />are numbered sequentially to give some order to this amendment. <br />A GEOTECHNICAL STABILITY EXHIBIT is included to describe how <br />mining next to the structures around the mine will be handled. <br />AMENDMENT 1 - Acreage added to Permft <br />This section describes the changes in area made to the <br />permit. This amendment adds 71.37 acres to the permit area that <br />adjoins the existing permit area on the south. It abuts the <br />existing permit area on the east, west and south sides. <br />We have created three new maps that show the entire permit <br />area. The green outline is the new area and the yellow outline <br />is the existing permit area. The Pre-Mining (Existing Conditions) <br />Map shows approximately how the site looks now. The Mining Plan <br />Map showing how we feel, the site will look when mining pro- <br />gresses into the new area and the direction of mining. There <br />will still be areas in the existing permit area that will need to <br />be mined to total depth. The Reclamation Plan Map shows how <br />McAtee thinks the site will look when mining is complete. Note <br />that the existing area looks like the maps currently on file, <br />with the exception that the west and south slopes have been <br />removed and the two areas are blended creating a larger floor <br />area. <br />Mining will begin on the new area once this amendment is <br />approved, using the methods described in the 1996 conversion and <br />amendment Mining Plan. All setbacks around the site in the new <br />area will be 10 feet from the permit line to the dig line, except <br />along the county road and along the powerline where a 25 foot <br />setback will be maintained. This area will provide access around <br />the mined area. The rational for the setbacks are discussed in <br />the 1996 amendment on page 9. <br />According to the NRCS report in Exhibits i/J of the amend- <br />ment starting on page 24(1996), there is very little topsoil on <br />this area. it is possible that we can salvage enough to place 4 <br />inches on the seedbed areas. When topsoil or growth medium is <br />encountered it will be stored on the setback areas or the mine <br />floor for use in reclamation. If the stockpiles remain undis- <br />turbed for more that a year the piles will be, seeded with 3 <br />pounds PLS of western Wheatgrass per 200 square feet to prevent <br />erosion. The growth medium piles will be kept within 500 feet of <br />the seedbed to reduce the haul distance to its final location <br />during reclamation. As mining progresses thru the site and <br />additional stripping has to be done the material will either be <br />stockpiled for later use or moved directly to the areas needing <br />recoiling. <br />3 <br />
