CONDITIONAL LETTER OF MAP REVISION (CLOMR) <br />FOR <br />ST. VRAIN LAKES <br />Page 12 <br />change in the energy head. This large increase in velocity with the energy head <br />remaining unchanged requires that the water surface elevation to become <br />lowered. <br />IX. DISCUSSION OF RESULTS <br />The 100-year floodplain elevations change very little between the Pre-Project <br />conditions model and the Post-Project conditions model in the river reaches of <br />the St. Vrain River due to minor topographic changes between pre-project and <br />post-project conditions. The resulting 100-year floodplain has been plotted and <br />shown on the post-project conditions CLOMR work map provided within the map <br />section of this report. The hydraulic results of the post-project conditions model <br />have been presented within Appendix C. <br />X. MAINTENANCE <br />The proposed improved reach of the St. Vrain River and the proposed <br />• emergency overFlow spillways are located in an area, which will be owned and <br />maintained by the St. Vrain Lakes Metropolitan District No. 1. St. Vrain Lakes <br />Metropolitan District No. 1 will also perform normal open space maintenance. <br />XI. OWNERSHIP <br />The St. Vrain Lakes Metropolitan District No. 1 has been formed and is in the <br />approval stage. The purpose of St. Vrain Lakes Metropolitan District No. 1 is to <br />provide sanitation, water, traffic and safety control, street, public transportation <br />and park and recreation facilities for the property owners of the district. The <br />district encompasses approximately 1,317 acres in northern Weld County. The <br />developer, Carma Colorado, will begin purchasing the land from the current <br />landowners early in 2006. Infrastructure within the district is currently in the <br />design phase. <br />XII. CONCLUSION <br />This CLOMR design report for the St. Vrain River drainageway has been planned <br />to mitigate the effects of development. The improved drainage features will <br />convey a portion of St. Vrain River flood through the proposed site by the <br />effective use of emergency overFlows into and out of the existing lakes. Grading <br />of the existing lakes will allow for recreational use of the lakes and will provide for <br />. detention and flood control. <br />
