Long, <br />Dir,sion D~reaor <br />At our April 2, 1992 meeting, a common concern of both the Bureau of Land <br />Management (BLM> and the Mined Land Reclamation Division (MLRD) was the need <br />for more open lines of communication between the agencies with respect to <br />mining operations on BLM lands. The Mined Land Reclamation Division proposes <br />that the following procedures be implemented to better meet the needs of both <br />agencies, the existing Memorandum of Understanding, and mining activities not <br />related to the MOU. <br />1. MLRD will notify the BLM when new permit applications are received <br />which are located on BLM ground. MLRD will notify the BLM on all <br />permit amendment, technical revision or succession of operators <br />approvals or denials on sites located on BLM ground. <br />2. BLM will notify MLRD on all BLM permit approvals. <br />3. BLM will promptly notify MLRD if BLM Learns that an operator has <br />violated the MLRD permit (i.e., mining or disturbing ground outside <br />permit boundaries, etc.) for a site on BLM grcund. Likewise, MLRD <br />shall promptly notify the 9LM when it is learned the operator has <br />violated the BLM permit. <br />4. MLRD and BLM ~.vill inform each other of bonds held or required cn <br />sites on BLM ground. On a ca<.e-by-cast basis, MLRD will coordinate <br />with the 3LM to insure that the bond is surficient to cover <br />reclamation at the site. <br />STATE ~r Cc1± L ~;_'L~C <br />5. ~HLRD snal7 notify 3LM of any pcssible violations of MLRD permits cn <br />sites locitad ^n 9!M grouna. <br />
