structure (SEO, 1988, 1999, 2000, 2005a, b), while limiting excess <br />excavation to the extent practical. In order to be considered anon- <br />jurisdictional structure, the statutory embankment height at the maximum <br />section, defined as shown on Section A-A' on Sheet No. 13 of the Design <br />Drawings, must be less than 10 feet. In addition, the water surface area at <br />the maximum pool level must be less than 20 acres. Finally, the above- <br />grade storage capacity, defined as the storage volume available between <br />the statutory ground elevation and the maximum pool elevation (the <br />embankment crest elevation in this case) must be less than 100 acre-feet. <br />• Since the entire pond will be constructed above the local ground water <br />table, SEO rules regarding construction of below-grade water storage <br />reservoirs, where inflow from a surrounding alluvial aquifer may occur, do <br />not apply. <br />• The pond will be constructed with an engineered, compacted soil liner <br />having a saturated hydraulic conductivity of Ix 10.6 cm/s or less. <br />The irrigation pond configuration is shown on Sheet 13 of the Design Drawings. The <br />pond will consist of 9 feet of above-grade storage impounded by a perimeter <br />embankment, and 9 feet of below-grade storage created by excavating the pond <br />interior below the existing ground surface. The pond has an overall length of 1,271 <br />feet at the crest, a width of 404 feet, a crest elevation of 8168.0 feet above mean sea <br />level (ft-amsl), and a bottom sloping toward a sump area at elevation 8150.0 ft-amsl. <br />The pond interior will be covered with a compacted soil liner having a minimum <br />thickness of 12 inches. The compacted soil liner will be overlain by a two-foot thick <br />protective layer of liner cover soil. Interior pond and exterior embankment slopes <br />will be graded at 3:1 (horizontal:vertical) or flatter to enhance slope stability and <br />reduce the potential for slope erosion. A divider berm will be constructed to <br />elevation 8159.0 ft-amsl, effectively dividing the pond in half below this elevation. <br />The divider berm will allow for pond maintenance in one half of the pond while the <br />other half remains operational. <br />The above-grade embankment, liner soil cover, and structural fill zones will be <br />constructed from on-site soils excavated during construction of the below-grade <br />portion of the pond.
