ASPHALT, INC. <br />1910 Rand Avenue <br />Colorado Springs, CO 80906 <br />11-29-02 <br />State of Colorado <br />Division of Minerals and Geology <br />Department of Natural Resources <br />RE: Penrose Ranch's (Permit #M-92-016) <br />Gentlemen: <br />Enclosed you will find an application for an amendment to our Penrose Ranch operation. Mining <br />under our current permit is near completion and we must expand in order to continue mining in <br />this area. The enclosed material outlines the expanded azea to be mined and the methods to be <br />used. <br />This amendment will combine the Penrose Ranch Operation (Permit #M-92-016) and the G & V <br />Gravel Pit (Permit #M-1991-144) which was recently acquired by Rocky Mountain Materials & <br />Asphalt Inc. In addition to combining these permits, we will be adding and additional 2220 acres. <br />The total acreage for this project will be plus or minus 2484 acres. <br />Along with the additional property, this amendment also includes changing the total disturbed <br />area to 100 acres. We feel that this will be necessary as we continue to complete reclamation <br />work on the existing pit and we anticipate adding a larger production facility with the addition of <br />gravel washing operations. <br />We would ask that this would be a "life of the mine" permit. We feel that this will be a very <br />productive site that will produce many years worth of construction materials. I should also note <br />the compatibility of this operation with its surroundings. They include other gravel operations, <br />the Holcim cement facility, and other industrial facilities. This operation should fit very well in <br />this area as there are no residential areas in the surrounding area. <br />I will look forward to hearing from you after you have reviewed this information.
