<br />COMMENTS FROM SCOTT G. MEFFORD <br />Ground Water Systems <br />1. [Partial] /t is unclear front the text if the existing well M-9 is eo be ptttnp tested. <br />RESPONSE: As stated in JCHA's submittal for TR-O8, "pump tests will be conducted at each <br />of three well sites (M-9 and the two new sites) to determine aquifer hydraulic <br />characteristics for input to a ground water model to evaluate what well <br />configuration and pumping rates will be necessary to control the ground water <br />gradient". BMR believes that it was clear in TR-08 that well M-9 would be <br />pump tested. <br />As confirmed in the second phase submittal for TR-08, a pump test was <br />conducted at M-9, and the results were reported in the August 6, 1992 submittal. <br />2. [Partial) [TJhere is no infommtion in the docunrentr to suggest tvlrat pumping <br />rates are being anticipated for dre tests, or how long dra tests ara to be <br />conducted. Shat term "step tests" conducted on dre wells pria• nrt initiation of <br />the continuous discharge test would be helpful in defining these paranretars. In <br />any event, tests should be of adequate duration and conducted at adequate <br />discharges to allow a reasonable interpretation of aquifer penncability ro be <br />developed within tl:e full area benveen the three wells, and to dafine any <br />boundary conditions which Wray exist. 77te tests should also ba of ndequara <br />duration to overcome mry delayed yield aj[ects which may occur in the aquifer. <br />RESPONSE: As described in the August 6, 1992 second pltiase submittal for TR-d8, during the <br />development of each of the wells water level data were obtained to evaluate the <br />best long-term pumping rate. While not a step test, it did provide Sufficient data <br />to allow evaluation of the appropriate pumping rate. <br />As described in JCHA's first phase submittal for TR-O8, it was proposed that the <br />two wells not being pumped during each pump test would be used as observation <br />wells to develop additional aquifer characteristics (storage coefficient). However, <br />due to the low production rates and strict time schedule for response to the <br />CDMG, observation wells were not used during these pump tests. 1$MR believes <br />that these tests have provided representative aquifer hydraulic characteristics and <br />that, because of the low permeability of the Santa Fe aquifer, steady-state <br />conditions will be achieved rapidly, making the value of the storage coefficient <br />a moot point. <br />-4- <br />
