BLM is experimenting with some special surtitcc <br />roughening teehniyucs which may change from time to time as those techniques are attempted <br />and verified do-able. (7ur 112 Reclamation Plan allows for those techniques and ai the sttmc <br />time yttalifics fur requirements of the Mined Reclamation Act, such as slope stabiliistiun by use <br />of topstriling, lx~nching, and rcvegelation. We see no conflict lxtween State law reyuircmcros <br />and the current Frcc (lse Permit Stipulations, which Ouray County is obliged to perform. <br />My changes to the F.U.P.
