F
We fully intend to reclaim this land far better than the basic
requirements of the Act and the Rules. However, we did not commit to that
level of reclamation simply because we did not wish to be required to
provide that level of reclamation.
No overburden or growth medium existed at the site for salvage and
stockpile during mining. Therefore, no overburden or growth medium was
salvaged and stockpiled during the operation. Reclamation of the site
consisted of the regrading accomplished during mining. As described in the
Mining Plan, the dredge tailing was removed to within approximately two feet
of the water table. That activity converted what was an extremely unnatural
topographic configuration (placer dredge piles) into an essentially level
topography that is much more natural to the valley bottom. There was no
commitment to revegetate the site.
Photos of the site, taken in August 2002, are attached to aid your
review. The photos ciearly show that the operation simply removed the
dredge tailing -- exactly as described in the permit application submitted in
June 1998.
We would be glad to show you around the site aRhough a site visit
may not be necessary as Ms. Crosby inspected the site on July 17, 2002
and very little has changed since that time. Even 'rf it should snow, you would
still be able to see all you need to see at the site because the operation is so
simple. Basically, what you would see is that the tailing has been removed
according to the mining plan, and the topography is level.
We hope this request meets with your approval. We think you will
agree that this operation has significantly improved the condition of the land
while recycling a waste product of previous mining activity, and that this
activity has improved the condition of the land.
The owner of the affected land and the operator are the same entity. I
look forward to working with you again. We would appreciate your
processing the application as expeditiously as possible. Please call with any
questions.
Yours Very Truly,
Larry F. Brown, Ph.D.
President, L.F. Brown & Assoc.
