A copy of this notice has been placed in today's mail, certified, return receipt requested, to all owners of record of surface rights and all owners of record of lands that are within 200 feet of the boundary of the affected land, as shown on the enclosed Surface Rights and Surrounding Property Owners list. Copies of the certified mail receipts, with postmarks affixed thereon, are also enclosed. I arranged to have the notice published at the earliest available publication date for the local newspaper following our telephone conversation on Friday, March 29, 2002. The April 3, 2002 publication date is more than ten (10) days past the date that our amendment application was filed with the Division, but you indicated that would not be a problem, as I had not received official notice of acceptance of the application. Based on the last publication date of April 24, 2002, I set May 15, 2002 as the closing date for submittal of comments to the Division.
