Mefford. <br />The District strongly disagrees with the Division contentipn that a <br />ground water monitoring network is not necessary to maintain for an <br />extended period of time. Given the "extremely slow velocity of <br />seepage" (your words), this is in itself the very best t~.eason for <br />maintaining such a monitoring system.
