Please also <br />provide disposal plans and disposal costs. Include information about dimensions and types of <br />materials structures are constructed of. For concrete structures provide information on thickness <br />of the concrete and whether it is reinforced. Include the same information for building <br />foundations and floors and paved surfaces. Provide the linear feet of railroads to be removed <br />from the permit area. <br />Submit your estimate of the cost the state would have to incur to complete all of the remaining <br />reclamation requirements at the time of the worst case situation mentioned above. <br />Response: <br />In accordance with Rule 6 Section 4.12, the following information is being submitted to allow for <br />the calculation ofreclamation costs. The analysis is broken down into three major areas based on <br />a worst case situation. The three major areas on this basis are as follows: <br />Area 1: Reclamation of a mined out area in the East Quarry. <br />Area 2: Reclamation of the balance of the West quarry. <br />Area 3: Reclamation of the Plant Area. <br />Area 1 -The mining activities based on the mine plan in the East Quarry (Cuts 2 through 18) are <br />structured so that backfilling of the cuts is accomplished as soon as possible after the raw <br />materials have been fully extracted. In this manner the area and volume of required backfill at <br />any given time during the mining process will be kept to a minimum. In a worst case scenario it <br />is estimated that an azea 200 feet wide along the length of the cut will be ]eft unfilled to allow for <br />mining operations. It is estimated that the volume required to fill the void is approximately 1.6 <br />million cubic yards (200' W X 1600'L X 135'D). The material can be obtained by blasting the <br />un-mined area directly north of the cut and filling the void. It is estimated that an azea of <br />approximately 16 acres and 90 feet deep will be needed to produce sufficient material to fill the <br />remaining cut, contour and reclaim the area. The increased volume (swell) due to blasting will <br />yield the necessary volume of material to accomplish the reclamation. Anticipated unit costs of <br />the tasks required to complete the fill and reclamation aze as follows: <br />Activit Unit Cost <br />Dnll/Blast/haul, lacement and adin $0.80/cu. d. <br />To soil Load/HaullDum $250.00/acre <br />To soil S readin $50.00/acre <br />Final Gradin $10.00/acre <br />Pre-Mixed Seed $180.50/acre <br />Broadcasting $5.00/acre <br />Crim ing / Cleatin $8.00/acre <br />Straw $225.00/acre <br />The estimated haul distance for this application is anticipated to be no longer than 500 feet, and <br />the distance for the topsoil haulage is estimated at 5,300 feet. <br />Area 2 -With regard to the West Quarry (Cuts 19 through 22) the area immediately East of these <br />cuts was previously mined out and has been partially backfilled. The area was backfilled and <br />filled to the point where the toe of the overburden dump met the bottom of the face for the future <br />cuts in the North end.
