If you broadcast seed, a light harrowing would cover more <br />seed to an appropriate depth. The use of a grader does not provide enough control to bury seed <br />at the proper depth, which is usually about '/: inch. A grader operator can not control the blade <br />well enough to bury seed that shallow. The use of a grader would remove seed from large areas <br />and bury seed too deep in other areas. Please agree to a light harrowing or dragging with a <br />screen,ifyou want to broadcast the seed <br />Response: <br />Holcim agrees to a light harrowing or dragging with a screen if necessary, but believes cleating <br />by a dozer is adequate. <br />Item No. 21 <br />DMG: Does Holcim agree to re-vegetate in accordance with the CO-ECS-S form included with <br />the applications? The Division agrees with the seeding plan except for the broadcast seeding <br />method. However, if you want to plant the seed using the broadcast method, you do not need to <br />change yourplan. The seeding rate, which has been doubled, is adequate. <br />Response. <br />Holcim agrees to re-vegetate according to the CO-ECS-S form that was previously submitted <br />Item No. 22 <br />DMG: You have committed to mechanical weed control (mowing), if form CO-ECS-S is part of <br />your reclamation plan. Please commit to utilizing chemical weed control in the event that <br />noxious weed established in the affected land areas and are not controlled by mowing. <br />Response: <br />Holcim commits to a noxious weed program that will utilize chemical weed control in the event <br />that noxious weeds start establishing in the affected land areas that are not controlled by mowing. <br />Item No. 23 <br />DMG: Your application brings the plant area into the permit. The stated final land use for the <br />affected land under the proposed amendment is rangeland. Provide your plans for removal and <br />disposal of all structures and other constructed facilities in the plant, including pavements and <br />railroads, and preparation of the site for revegetation to the stated rangeland species. If some <br />structures are to remain upon reclamation, you must change the final land use for the areas to be <br />occupied by structures, and these must be compatible with local land use restrictions. <br />Response; <br />Reclamation of the plant site will entail the complete removal of all buildings, structures and <br />concrete in the plant area.
