We committed to locating potential permanent fuel storage above the <br />100-year flood flow. Alpine Rock's calculations indicated that the 100-year <br />flood flow would be 3.26-feet above the normal flow. Normal flow is defined <br />as base flow, which is the flow during times other than spring runoff or <br />precipitation events. <br />As an added margin of safety, we will locate all permanent fuel storage <br />at least 3.26-feet above the elevation of the normal/ordinary high water mark <br />on the stream bank, perpendicular from the stream to the fuel storage location. <br />Such permanent storage tanks would be bermed and lined with a UV <br />resistant membrane and the capacity of the containment area will be sized to <br />accommodate 1.5 times the capacity of the tanks. Other materials, such as <br />lubricants, and ant'rfreeze, would, 'rf stored on site, also be located inside the <br />containment area. Also, as required, we would appropriately sign the area <br />stating that the fuel valve is to be manned at all times during fueling. <br />Alternatively, we reserve the right to service the fuel needs of the site <br />with a fuel tanker, or other mobile tank, both of which would be parked only <br />temporarily on site, and therefore not contained. <br />3. Waters of the United States <br />One of the things you specifically looked at during your inspection of <br />the site on June 1, 2004 was whether or not wetlands exist in the proposed <br />area of affected land. You did look at this, and, as discussed in your <br />Inspection Report, determined that, indeed, no wetlands exist within the 42- <br />acres to be mined, and that therefore you see no need to require a wetlands <br />delineation of the project. <br />We still realize that it will be necessary to contact the Corps of <br />Engineers with regard to the installation of culvert(s) to faalitate another <br />Access Road to the site. <br />4. Fugitive Dust <br />We will investigate the specific air permit requirements for this <br />operation and will contact the APCD as necessary. <br />5. Reclamation Costs <br />We will reclaim the site in two stages. The total mined area is <br />approximately 42 acres and we will reclaim the first hall of the site (21 acres) <br />when we are approximately one-half done, and reclaim the remaining 21 <br />acres when we are completely done. <br />The average height and maximum length of the "forward" working <br />faces at any time throughout the operation are estimated to be 30-feet tall <br />and 600-feet long. The average height and maximum length of side working <br />faces are estimated to be 10-feet tall and 2,600-feet long. The time required <br />3 <br />
