The Certificate of Designation application has been reviewed in accordance <br />with Section 5.1 of the Colorado Department of Health Regulations pertaining to Solid <br />Waste Disposal Sites aid Facilities. Recommendation for approval of the u:se has been <br />made by the Hazardous Materials and Waste Management Division of the Colorado <br />Department of Health and by the Larimer County Health Department. <br />4. The proposed use complies with the intent and purposes of the <br />Comprehensive Land Use Plan and the Zoning Resolution of Larimer County. <br />5. The proposed use will not adversely affect surrounding pr~~perties or <br />property values in the area. <br />6. The proposal will not impair the public health, welfare, prosperity, or <br />safety by creating undesirable traffic congestion, undesirable sanitary conditions, or <br />adverse environmental influences in the area. <br />7. In reviewing the application for a Certificate of Designation, th~~ Board has <br />considered the factors set forth in Section 30-20-104(2) and specifically finds that, in <br />light of such factors, the Certificate of Designation should issue, upon the conditions <br />hereinbelow set forth. <br />8. The applicant proposes to begin hauling the waste material to the disposal <br />site upon approval, and to have in operation a system for piping the material to the site <br />by December 1, 1990. <br />
