MINING PLAN
5. Exhibit C-4B (Amendment 3): Amendment 2 Detail Mining Plan Map -This map zooms into
the specific area of Amendment 2. It provides the information regarding [his small area as well as some
instructional narrative to aid in the implementation of the plan. This map was not changed in any way,
other than the title, from what was provided in Amendment 2. It is provided here again to maintain ease
of reference and permit continuity.
6. Exhibit C-4C (Amendment 3): Phase 1 Detail Mining Plan -This map has a layout similar [o
that contained in Exhibit C-4A for Phase 1, but only applies to Phase 2.
7. Exhibits C-5 (Amendment 3) Soils, C-6 (Amendment 3) Vegetation, and C-7 (Amendment 3)
Wetlands -These maps have limited relevance [o the actual mining plan, but are important for describing
the environmental setting of the site. These maps are most relevant to Exhibits I and J. The only map
changed in [his series is C-7 which had some minor changes and updating for Phase 2.
NOTES REGARDING THIS AMENDED EXHIBIT D: The exhibit as presented here is a complete
rewrite of the previous Exhibit D for Amendments I and 2. Because most of the site has either a new plan
as a result of changes or being new affected land, it was considered simpler to rewrite [he entire plan than
try to merge this part or that part from [he old plans into [he new plan. However, certain portions of [his
plan are lifted from the previous plans. Those portions are not specifically identified and are included
only by virtue of the fact that [hose portions do not require changing for the new plan. For the most par[,
however, [his exhibit is entirely new. Previous mining plans for [his site should therefore largely be
relegated to the history books. The old plans are still important for the permit file, but this plan is the one
that will be followed.
Nature of the Deposit to be Mined
The gravel deposit on [his site is moderately uniform in distribution and appears to follow a
typical configuration In general, the gravel is thicker near the river than i[ is away from the rivet The
overburden, as is also fairly common, follows a similar general pattern -thicker away from the river than
near the river.
Nearly all of the gravel was deposited by the Arkansas River. Very little contribution occurred
from adjacent lands. Most of that contribution from adjacent lands was not in the form of gravel but fines
eroded from the surrounding, gently sloping valley sides that are composed mostly of shale.
The gravel deposit, however, does not follow [his general pattern consistently at all locations.
Several drilling programs have been conducted on this site over the years and, when taken together,
Pueblo East Pit Amendment 3 (2007) Exhibit D Page 9 of 34
