Mount Senior Environmental Protection Specialist Division of Minerals and Geology Department of Natural Resources State of colorado 1313 Sherman Street, Room 215 Denver, CO 80203 Dear Mr. Mount: I am wr' ting to object to the approval of Amendment No. 002, File No. M-8:.-302 submitted by the western Mobile Company to change its reclamation plan for the University of Colorado/Flatiron property in South Boulder. The original reclamation plan called for 38. 1 acres of water and now the amendment calls for 4.2 acres of water. This is a drastic change from a wetlands oriented reclamation plan which was originally filed at the start of mining in the 1970s to a development oriented reclamation plan now that the mining is complete. It should be noted that this property was mistakenly taken out of the floodplain with the 1988 FEMA map because the berm was assumed to be a natural feature of the land. The berm was for mining purposes only and should come down. This is the current debate with CU/Flatiron, the city, the county and FEMA and studies on the floodplain are now being conducted. No decisions should be made to change this reclamation plan until the floodplain studies have been completed. I request that a public hearing be held before the Board according to the provisions of Rule 1. 7.4(2) .
