Exhibit E -Reclamation Plan
Many details were lacking in the original permit application, as originally
approved by the Division in 1978. This Amendment provides substantial detail of
features utilizing aerial photography that is ortho-rectified to approximately 1.0±
percent of surveyed accuracy. This highly accurate and detailed portrayal of the
mining and reclamation is visible under the Exhibit C -Pre-Mining and Mine Plan
Map; and, Exhibit F -Reclamation Plan Map. How reclamation will occur over
affected lands is further detailed under Exhibit L -Reclamation Costs. Exhibit L
also includes information on the seed mixture, reclamation costs and comportment
of reclamation activities over each Tract represented.
As extraction progresses over planned areas in Tracts A, B, and C; the completed
basin at Tract D will be filled proportionately, as detailed under Exhibit L -
Reclamation Costs. A Backfill Notice is included with this Amendment as an
Addendum at the back of Exhibit E -Reclamation Plan, to facilitate the fill of
Tract D with the use of imported inert structural fill. The upper three feet of fill in
Tract D will utilize wash fines and other mine generated fill, or clean inert fill
imported from sources apart from the operation. The top of the fill will be capped
with six (6.0±) inches of soil, as supported by Exhibit L -Reclamation Costs, and
related soil resources information provided in Exhibit L and Exhibit UJ -Soils and
Vegetation Information and related Exhibit L -Stockpile Measurements.
Except for historically affected lands in Tract D and C; and noting an 800± foot
advancing pit wall in Tract A -Active Extraction area, all resulting basin slopes
will be established concurrently with extraction, in conformance with Rule
3.1.5(7). Lands above the anticipated fmal water level of the basins will be graded
to 3H:1 V, or flatter.
Re-soiling will occur to the originally approved depth of six (6.0±) inches. Timing
and use of soil is detailed further under Exhibit UJ -Soils and Vegetation
Information and Exhibit L -Reclamation Costs. Where compacted lands exist,
and are to be revegetated, those locations will be ripped prior to re-soil application,
as detailed under Exhibit L -Reclamation Costs.
The final land configuration results in two ponds of 128.4± and 7.0± acres. The
balance of affected lands above the anticipated final water level will be stabilized
utilizing the previously approved seed mixture, as iterated under Exhibit L -
Addendum C: Re-vegetation Seed Mixture Costs.
