WILDLIFE MITIGATION PLAN <br />April 22, 2005 <br />King Mountain Sand and Gravel Mine <br />King Mountain Gravel, LLC <br />Colorado Mined Land Reclamation Permit #M-1978-314, CN-1 <br />Routt County Special Use Permit <br />INTRODUCTION: <br />The King Mountain Sand and Gravel Mine is located on 341 acres within Section 14, Township 1 North, <br />Range 85 West, 6~' P.M., Routt County, Colorado. Approximately 184 acres will ultimately be mined; <br />however, no more than 35 acres will be active at any given time and reclamation activities will occur <br />concurrently with mining. The mining operation will typically include a processing plant (crusher, <br />screens and conveyors), portable asphalt plant, heavy equipment (loaders and dozers) and scale <br />house. <br />King Mountain Gravel, LLC recognizes that this site is located in an area that is important habitat for the <br />Greater Sage-Grouse and the Columbian Sharp-tailed Grouse, both Species of Special Concern to the <br />Colorado Division of Wildlife (CDOW), as well as a_ variety of other non-endangered wildlife that <br />currently use the property. This Wildlife MftJgation Plan has been developed to avoid, minimize, and <br />mitigate wildlife impacts resulting from the King Mountain Sand and Gravel Mine proposal. The <br />mitigation measures contained herein are the product of Information obtained through field surveys, <br />literature research, and consultation with representatives of the CDOW. <br />King Mountain Gravel, LLC (the °permittee") commits to the following practices to mitigate impacts to <br />wildlife from its King Mountain Sand and Gravel Mine, located within Section 14, T1 N, R85W, 6'" P.M., <br />Routt County, Colorado: <br />OPERATIONAL MITIGATION MEASURES: <br />1) Haul Route: Site-related traffic will NOT use RCR 3 west and north of the existing site entrance. All <br />trucks wilt enter and leave the site at the existing access points on RCR 3, and use RCR 5 to reach <br />Highway 131. King Mountain Gravel, LLC understands that grouse leks are located north of the site <br />adjacent to RCR3, and that use of these adjacent roads by gravel trucks may negatively impact <br />breeding, nesting, and brood rearing activities. <br />2) Screenino Berms: The permittee will install approximately 6-foot high screening and noise-reduction <br />berms along the northwest side of the operation. King Mountain Gravel, LLC recognizes that the <br />CDOW is concerned about noise impacts to grouse leks known to be located approximately'/. mile <br />northwest of the property. These berms should dampen the noise and minimize impact. <br />3) Location of Processing_Eauioment: Ail processing equipment will be located within existing or future <br />pit areas, and below natural grade, to minimize noise impacts from processing operations to grouse <br />leks known to be located approximately'/. mile northwest of the property. <br />4) Disturbed Acreage: No more than 35 acres under Division of Minerals and Geology (DMG) <br />requirements or 27 acres under Routt County requirements wilt be disturbed at any given time. <br />Please note that DMG and Routt County define disturbed acreage differently. This acreage <br />limitation will ensure that the majority of the site remains undisturbed or reclaimed to allow sufficient <br />wildlife habitat. Previously disturbed acreage will be topsoiled and reseeded per the DMG <br />DRAFT April 22, 2005 <br />
