Specific reasons for <br />requesting the additional acreage are detailed on a site-by- <br />site basis. <br />In general, all additions are needed to accommodate the <br />normal expansion and maturation experienced during the opera- <br />tion of such an industrial complex. No change in the mining <br />plan or the reclamation plan is proposed. As with the Climax <br />Mine, Henderson's affected land boundaries were drawn too <br />tightly and have proven to be restrictive to efficient and <br />effective operation. Many of the individual areas are re- <br />quested to eliminate islands within presently affected lands <br />and to provide flexibility, buffer and breathing room for the <br />project. <br />Significant effort has been expended to predict all <br />facilities required for continued operation throughout the <br />remainder of the life of the mine. The areas requested are <br />sufficient to allow the construction of those facilities. <br />Additional amendments should not be necessary, however <br />experience has demonstrated the difficulty of predicting all <br />possible future requirements. <br />We hope that the information submitted in this appli- <br />cation for amendment is sufficient. Some construction must <br />be initiated this spring. In order to facilitate an expedi- <br />tious review, we hereby request a pre-hearing conference at <br />the earliest possible date. <br /> <br />
