December 1, 2002 <br />Dear Sirs: <br />CE9VE~ <br />DEC 0 4 1002 ~~ <br />Division ui Minerals and Geology <br />I am writing concerning the proposed usage of the "Circle 23 pit" by the county of <br />Chaffee County. <br />Our family is the owner of Circle 23 Ranch which borders the pit to the west. We shaze a <br />'/< mile boundary. To get to our property we must drive by the present pit azea. <br />The proposed usage of the pit has no advantages to us or for our neighbors. We are <br />concerned about several factors. <br />• The primary concern we have is in the azea of decreased property values. While <br />we are a functioning cattle and hay operation, much of the value of our property <br />comes from the beauty of the setting in which we live. A dirt pit would certainly <br />be a detriment to us and our neighbors. Besides the appeazance factor, dust and <br />noise would also be deleterious. <br />• The fact that this parcel has been used for sewer dumping brings forth another <br />concern. If the proposed usage were to go through, we need to be assured that <br />there aze no health concerns arising from exposing these sewer dumps. <br />While we are not in favor of the permit, we realize that it may still go through. If this is <br />the case, please consider the following: <br />• Many of the effects of the removal of soil can be minimized by a complete <br />reclamation plan. We very strongly desire that if any work is to be done that the <br />property be completely reclaimed and done so in a timely manner. The county <br />would have all the resources needed to do this. Our main concern is that often <br />times these plans are not brought to realization. We would propose that <br />o Reclamation be done every 2 years <br />o No further work be done unless an unbiased inspection is done to certify <br />that the proper procedures have occurred <br />• While it may seem to be a small thing, we would ask that the pit be not referred to <br />as the "Circle 23 Pit". We have already had several people. asking. us about our <br />connection with the pit and would prefer to not to be linked with it in this way. <br />We appreciate your time and consideration on this matter.
