December 1, 2002 Dear Sirs: CE9VE~ DEC 0 4 1002 ~~ Division ui Minerals and Geology I am writing concerning the proposed usage of the "Circle 23 pit" by the county of Chaffee County. Our family is the owner of Circle 23 Ranch which borders the pit to the west. We shaze a '/< mile boundary. To get to our property we must drive by the present pit azea. The proposed usage of the pit has no advantages to us or for our neighbors. We are concerned about several factors. • The primary concern we have is in the azea of decreased property values. While we are a functioning cattle and hay operation, much of the value of our property comes from the beauty of the setting in which we live. A dirt pit would certainly be a detriment to us and our neighbors. Besides the appeazance factor, dust and noise would also be deleterious. • The fact that this parcel has been used for sewer dumping brings forth another concern. If the proposed usage were to go through, we need to be assured that there aze no health concerns arising from exposing these sewer dumps. While we are not in favor of the permit, we realize that it may still go through. If this is the case, please consider the following: • Many of the effects of the removal of soil can be minimized by a complete reclamation plan. We very strongly desire that if any work is to be done that the property be completely reclaimed and done so in a timely manner. The county would have all the resources needed to do this. Our main concern is that often times these plans are not brought to realization. We would propose that o Reclamation be done every 2 years o No further work be done unless an unbiased inspection is done to certify that the proper procedures have occurred • While it may seem to be a small thing, we would ask that the pit be not referred to as the "Circle 23 Pit". We have already had several people. asking. us about our connection with the pit and would prefer to not to be linked with it in this way. We appreciate your time and consideration on this matter. We would be very willing to cooperate to both help the county find road material and also lessen the impact that the pit will have on this beautiful area. C eJ-- a l `//.
