Summary of Amendment AM-04 <br />Permit No. M-1977-342 <br />Henderson Mine and Mill 4 Mav 14, 2003 <br />non-water soluble and non-putrescible solids together with such minor amounts and types of <br />other materials, unless such materials are acid or toxic producing, as will not significantly <br />affect the inert nature of such solids. The term includes, but is not limited to, earth, sand, <br />gravel, rock, concrete which has been in a hardened state for at least sixty days, masonry, <br />asphalt paving fragments, and other inert solids. <br />DMG routinely reviews and approves plans for inert material disposal at mine sites. DMG's <br />procedures have been coordinated with the Hazardous Materials and Waste Management Division <br />through a memorandum of understanding. Rule 3.1.5(9) lists the criteria DMG considers when <br />evaluating inert debris disposal proposals. The fact that DMG regulates inert debris disposal at <br />mine sites does not relieve operators of [he responsibility to obtain any other authorizations, <br />licenses, or permits that may be required. In addition to regulatory authority over inert debris <br />disposal at mine sites, DMG also regulates the on site disposal of mining and milling waste and <br />processing waste such as cement kiln dust that will be landfilled on the mine site. <br />In addition to the inert debris disposal that will occur at the time of mill closure and building <br />demolition, Henderson has since the mid 1970s operated a series of industrial landfills on site. The <br />DMG recently inspected the current landfill and the waste management and recycling practices at <br />Henderson. A copy of the report of this inspection has been provided to Grand County. Neither the <br />plan for future disposal of inert demolition debris, or the operation of past or current industrial <br />landfills at Henderson is at issue in the consideration of the amendment AM-04 application. <br />However, DMG is available to discuss these issues with Grand County staff and commissioners in a <br />venue separate from the amendment AM-04 pre-hearing conference. <br />a~acsNdy DocumentsWenderson AM-4 summary.doc <br />
