Objector Comments -Impacts to Surface and/or Groundwater: Several objection -etters allege <br />possible adverse offsite flooding impacts based on the current configuration of the existing flood <br />control dike. Please provide a hydrologic assessment of the potential for adverse flood related <br />impacts and the magnitude of storm event or storm events that would be required to create an <br />adverse off site flood related impact. Please respond. <br />Please refer to memorandum and related attachments of 6 July 2004 from Anderson Consulting <br />i Engineers, <br />6.4.12 EXHIBIT L -Reclamation Costs <br />Reclamation Costs -Flood Control Dike: VCI will need to provide a detailed estimate of the <br />reclamation costs needed to complete the existing flood control dike according to the approved <br />construction specifications as outlined in Item 28 above. Such estimate will need to include <br />earthmoving and re-grading costs as well as delivery and installation costs for suitable bank <br />armoring materials. Please provide. <br />Please refer to NOTE under reply to Reclamation Costs, below. <br />Reclamation Costs -Revised: The Division has calculated itemized costs for backfilling 20,427 <br />cubic yards of broken concrete @ $0.49/cy ($10,042) and revegetation of 80 acres @ $500/acre <br />($40,000). If VCI prefers to not include mulching as a part of re-vegetation, the Division will <br />accept a unit cost of $350/acre. An itemized cost for backfilling of any stockpiled overburden <br />into the reclaimed lake as specified in Item 6 above will also need to be included. Further, the de- <br />watering cost of $7173 for 26.26 acres will need to be revised and expanded to include the cost <br />for de-watering a pii area with 800 linear feet of exposed, advancing highwall as specified in Item <br />9 above. Please revise the reclamation cost estimate to include these changes as well as the cost <br />for reclaiming the flood control dike as noted above.
