2"a Adequacy Review Comments Page 5 of 5
29. Objector Comments -Impacts to Surface Water:
A cursory evaluation was performed utilizing the unadopted 2003 USACE's hydraulic
model to assess the impact of the existing flood control dike. The 2003 USACE's model
utilized 1995 topography therefore, this evaluation incorporated changes to the berm
between 1995 and 2004. The evaluation of the west end and portions of the dike
constructed prior to 1995 will be made during the Flood Control/Mitigation Plan
hydraulic analyses at which point comparisons will be made to the effective study
adopted by the Federal Emergency Management Agency (LTSACE 1974). The impacts
shown by the cursory evaluation on water surface elevations (for the 10-, 50-, 100-, and
500-year events modeled were less than 0.3 feet) of an approximately 100-foot wide
berm in a approximately 2,000-foot wide floodplain were within the accuracy limits (plus
or minus 1-foot) of the 2003 USACE's study.
COVC03 ACE 2nd Adequacy Rvw Comments mml.doc 7/6/2004
