agronomic parameters. The analytical results will provide information relative to the <br /> nutrient status of the topsoil material that will be spread on the mined lands. A <br /> detailed sampling and evaluation plan will be submitted within 30 days of the final <br /> action by the Mined Land Reclamation Board. Final approval will be obtained as <br /> expediently as possible,however it may take more than 45 days depending on the <br /> amount of time spent by the Division of Minerals and Geology in reviewing the soil <br /> testing plan. <br /> 6. Regarding noxious weeds and a weed control program. <br /> Noxious weeds create problems on both upland and bottomland area throughout <br /> Boulder County. Canada thistle is a common weedy component of streamside and <br /> lowland areas along major streams,like Boulder Creek and South Boulder Creek,as <br /> well as along smaller streams and drainage ditches. The most troublesome weed <br /> species on upland areas is diffuse knapweed. I have observed both of these species <br /> on the reclaimed areas at the Deepe Farm Pit site,however they constitute only a <br /> minor part of the vegetation. Also these species occur on lands adjacent to lands <br /> included within the permit boundary. Part of the reason for the limited presence of <br /> these species within the permit boundary is that Western Mobile currently has a weed <br /> control program in place and regularly contracts for herbicide-based weed control. It <br /> is my opinion that the change in the reclamation plan will not create conditions that <br /> would make the reclaimed areas more prone to support weeds than are currently <br /> present on the existing reclaimed lands. The existing reclaimed areas have topsoil <br /> thicknesses within the range of 6-8 inches. The proposed change in the reclamation <br /> plan calls for approximately 5 inches of topsoil to be spread on mined lands. <br /> 7. It is my opinion that the reclamation plan amendment will have no impact on Ute <br /> Ladies Tresses Orchids occurring on adjacent properties; any weed problems will not <br /> be severe and they can be addressed with current weed control technologies;the <br /> vegetation on adjacent properties will not be impacted; and suitable controls exist to <br /> assure that inadequate revegetation of the site will not result in the release of the <br /> reclamation bond for the property. <br /> FURTHER AFFIANT SAYETH NOT <br /> l/C4,Vcvv/ <br /> Warren R.
