Dear Mr. Frick:
We have received your letter of November 9, 2005, requesting renewal and amendment of
the above referenced substitute water supply plan to cover depletions caused by an existing
gravel mining operation operated by Carma Development, LTD ("Applicant"). The required fee of
$217.00 for the renewal of this substitute water supply plan ("SWSP") has been submitted (receipt
no. 545737B).
Plan Operation
This plan seeks to replace depletions resulting from mining operations at the Del
Camino gravel pit for 2006. The site is generally located in the Si/2 of Section 35, T3N, R68W.
Mining and reclamation at the site has been completed leaving three unlined lakes at the site.
This SWSP seeks to replace the depletions that result due to evaporation from the surface area
exposed in the unlined lakes.
The Applicant intends to build a housing development encompassing the site. As part of
the development plan the total surface area of the existing ponds will be reduced creating two
separate lakes that will be lined with a slurry wall. The lining of the ponds will likely occur from
April 2006 through July 2006, however, for the purposes of this plan the site will be presumed to
be unlined during the entire plan period.
Depletions
The ground water exposed at this site is estimated to be 109.4 acres with an annual
depletion of 280.02 acre-feet. All ground water at the site was exposed after December 31,
1980. Each pond is located within 100 feet of the St. Vrain River and therefore, the depletions
have been assumed to be instantaneous.
