might impact the stability of the road base. Monitoring Well No. 3 on the south boundazy of the <br />site will monitor for excessive groundwater mounding which might affect any existing structures <br />to the south. <br />In addition to the monitoring wells, the existing unlined lakes to the east and to the southwest <br />wifl be used as monitoring points. The unlined lakes to the east are generally used for <br />recreational and piscatorial purposes, and would be impacted from any decrease in groundwater <br />levels as a result of shadowing effects from the lined site. The lake to the southwest, owned by <br />the operator, would further evidence any mounding effects to the north of the site. <br />4. Length of Monitoring <br />The length of monitoring will extend through completion of the liners surrounding both the west <br />and east sides of the property, and for a period of two yeazs following the State Engineer's <br />certification of both liners. The monitoring of groundwater levels for two years following <br />completion of the liners will ensure that the groundwater system has to come back into <br />equilibrium, and allow for an assessment of any potential long-term impacts to surrounding <br />structures. After two years of monitoring following certification of the liners, the operator will <br />apply to the DRMS and request approval for the discontinuance of monitoring. <br />5. Frequency of Monitoring and Reporting <br />For the duration of the monitoring program, the operator will collect monitoring data on a <br />monthly basis. The operator will initially submit all monitoring data collected prior to <br />installation of the clay liner around the west site of the site, which will constitute the baseline <br />dataset. Following the submittal of the initial baseline dataset, the operator will submit the <br />monthly monitoring data to the DRMS on a quarterly basis. If the monitoring data exceeds any <br />of the trigger points discussed below, the operator will notify the DRMS within 7 days, and <br />provide the DRMS with all monitoring data to date. <br />6. Method of Monitoring <br />The operator may install monitoring wells permitted through the State Engineer's Office. A <br />typical monitoring well construction plan has been included herein. Alternatively, the operator <br />may use piezometers capable of monitoring the groundwater levels in the locations described <br />above. <br />Groundwater Mitigation Plan <br />1. Structures to be Protected <br />The primary structures to be protected include I-25 and the Frontage Road directly west of the <br />site. The depth of the road base is currently unknown, but the elevation of the road surface <br />varies from about 4,839 feet near the south border of the permit boundary, to about 4,830 feet <br />near the northern border. <br />According to parcel information from the Weld County Assessor's Office, the parcel to the south <br />of the site owned by Varra Companies, has no existing buildings located on it. Also to the south <br />of the site is a small collection of commercial properties, including existing buildings. The <br />foundations of the buildings should not be adversely impacted by mounding to the south of the <br />Weld County Hokestra Pit <br />DMG 112 PermitAmendmem <br />Page 13 <br />
