~~--~g-a~s~~ <br />SFp 21 20116 EXHIBIT D <br />Mining Plan Division of Reclamation, <br />Nunuiy rnd Safety <br />This application proposes to amend the existing Hokestra permit (M-80-149) by changing the <br />reclaimed use of the site from wildlife habitat to developed water resources. The resource will <br />continue to be mined and processed by Weld County. The permit boundary will not change <br />under this proposed amendment. The boundary includes 120 acres and is bounded on the north <br />by the St. Vrain Creek, the frontage road for Interstate 25 on the west, and to the east and south <br />aze previously mined properties. Mining will occur in phases and it is anticipated that mining <br />will occur over the next 20 yeazs. Approximately 71 acres of the pernritted land will be mined. <br />Mining occurs intermittently on site when local road projects dictate the demand for the <br />resource. Sand and gravel will remain the primary product produced from the Hokestra site. <br />The principal intended use for the sand and gravel is construction aggregates. The Weld County <br />Service Center is located south of the property. The dominant non-mining land use surrounding <br />the property is agriculture. <br />Current mining operations have verified that the Hokestra Pit property contains a significant <br />commercial deposit of sand and gravel. The sand and gravel deposit varies from 8 to 25 feet <br />deep across the site. Topsoil and overburden range from half a foot deep neaz the river to 3 feet <br />deep further south on the site. Claystone bedrock underlies the sand and gravel deposit. <br />The Last Chance ditch flows across the site from west to east near the center of the permit <br />boundary. The current Hokestra permit requires maintaining a boundary of 50 feet from the <br />ditch. Previous mining maintained a 75 to 100 foot mining setback from the ditch. The operator <br />has, and will continue to, maintain a 150 foot minimum setback from the St. Vrain River as <br />described in the original application materials. The south bank of the St. Vrain River has been <br />protected by riprap throughout the project site. In all other mining azeas, a minimum 40-foot <br />setback will be maintained from the permit boundary unless slope stability calculations indicate <br />this is too conservative. <br />Mine Phasine <br />The mining will occur in three Phases. Phase II is almost complete and consists of 39 acres of <br />minable azea. Phase III is anticipated to mine 10 acres and to be complete in the next 5 yeazs. It <br />is anticipated that the 22 acres of mining contained in Phase IV will be complete in 10-15 yeazs. <br />Phase I was released in 2001. It consisted of approximately 22 acres. <br />Phase II <br />The northwest portion of the permit azea (designated as Phase II) is mined except for a small <br />forger in the south of the pit and a berm along the north of the cell. This azea should be mined <br />completely by the end of 2007. Water will be controlled by trenches and pumps. The proposed <br />amendment would reclaim the Phase II azea as a developed water storage reservoir. The <br />reservoir would be lined with an engineered compacted clay liner.
