June 23. 2005 <br />EXHIBIT D v <br />YI- 1-ao~-old /mil <br />Mining Plan / <br />.~ <br />General <br />The Riverbend property, MLRB 112 Permit M-2000-016, is a significant co~e~c~a~C~S <br />deposit of sand and gravel located near the South Platte River. Lafargej~+rj}h~p~~~~oc~l, <br />county, and state governments, as well as private industry with aggregate from this ac~i rt°~QY <br />The Riverbend property was initially permitted in 2000 with the Colorado Division of <br />Minerals and Geology and Weld County for sand and gravel extraction and asphalt and <br />concrete batch plant operations. The Weld County Use by Special Review (USR) is permit <br />number 1259. The existing permit area is 237 acres, 120 acres of which will be disturbed <br />by mining. <br />The permit amendment will also incorporate the previously permitted Fort Lupton Pit, <br />MLRB Permit M-1985-088, containing 200 acres. The Ft. Lupton Pit is comprised of the <br />City of Thornton property (Phase 6) and the D & S Mining, Inc. property (Phase 9). The <br />Ft. Lupton Pit was originally permitted as a wet mining operation; the mining method will <br />be amended to de-watering and dry mining, as indicated in this Exhibit. <br />Lafarge intends to amend the Riverbend permits M-2000-016 and USR #1259 to include <br />additional mineable acres, modify the existing mine plan, modify the current reclamation <br />plan, and increase processing capacity at the facility. The amended permit boundary will <br />encompass approximately 1,191 acres, with mining activities anticipated to disturb <br />approximately 860 acres of the site. The remaining un-mined acres will be used for <br />overburden and topsoil stockpiles, offsets from utilities and waterways, and internal road <br />and conveyor access. <br />The amended permit boundazy (the Site) is situated directly north of Weld County Road 6, <br />south of Highway 52, east of Weld County Road 10, immediately west of Highway 85 and <br />adjacent to the South Platte River. The northern limit of the Site is located approximately <br />1-mile southeast of the City of Fort Lupton. <br />Several existing mining operations are located immediately to the south, north and east of <br />this property. Agricultural uses and low density residential lie to the west. <br />The Site has been drilled during several sampling episodes from 1999 through 2004, and <br />testing has been performed to verify the sand and gravel deposits aze commercially <br />marketable. Based on test results, Lafarge has determined that the overburden will amount <br />to approximately 6.3 million cubic yards. Overburden exists to an average depth of <br />approximately 6 feet over the entire site. Some of this material maybe used for oft=site <br />construction needs; however, all overburden needed for the construction of the liner and <br />final reclamation slopes will remain on-site. The average depth of sand and gravel is 29 <br />feet across the Site and mining at the Site is intended to progress down to the claystone <br />bedrock of the Denver Formation. <br />Ft Luptm Pit <br />OMG f 11 Permit <br />Page ! l oj86 <br />
