We recommend the overburden lining be <br />compacted to at least 98% of the material's maximum dry densit)• as determined in <br />accordance with ASTM Specification D-698, the standard Proctor procedure. The <br />moisture content of the overburden materials should be adjusted to be within the range of <br />±2% of standard Proctor optimum moishlrc at the time of compaction. <br />Permeability tests were previously completed by others on compacted samples of the <br />overburden soils. Results of those permeability tests are attached. State of Colorado <br />interim re,ulations require that seepage rate of groundwater into the empondment be <br />limited to 0.03 cubic feet per day per square foot of wall when the empondment is empty. <br />[3ased on results of the Vaboratory permeability tests and proposed configuration of the <br />pond lining, we believe the inflow rate of the empondment will be significantly less than <br />allo~~c~l b) the state requirements. <br />\Vc appreciate the opportunity [o be of sen~ice to )'ou on this project.
