STATEMENT OF OBJECTIONS <br />1. The existing plan purportedly mets its needs at the time it was approved. <br />There is no reason to believe that the existing plan, with its use of the water treatment <br />facility, is not working or ineffective for its designated purpose. Opposers endorse <br />keeping the existing water treatment facility in use and intact for both short and long <br />term use as needed. <br />2. Opposers generally object to the land disbursal concept at the Shalom <br />Ranch, and without waiving that objection, make the following comments: <br />3. The current plan controls the outflow of waters from the West Pit by using <br />wells pumping in and around the West Pit area along with alluvial groundwater capture <br />wells to control the overflow. The process, along with the treatment of the waters, all <br />occur in a relatively confined area. The confined area is in a remote location, and a <br />considerable distance from any domestic wells and the town of San Luis. It is believed <br />that the nearest domestic well from the west area is located approximately four miles <br />downgradient. <br />4. The confined area allows for the untreated waters to be treated and <br />placed in the stream in a manner that can be more easily monitored and controlled than <br />moving the untreated water approximately three miles downstream to the Shalom <br />Ranch. <br />5. To abandon the concept of the water treatment facility introduces a <br />number of unknown assumptions as to how untreated waters will impact downstream <br />areas. As to those waters treated at the water treatment facility, and then reintroduced <br />into the Rito Seco, the impact of the process is relatively controllable and known. As to <br />moving untreated waters approximately three miles downstream, and placing the waters <br />on agricultural lands, the impact on the lands and underlying aquifer is not known. <br />Piping the untreated waters from the West Pit area to a storage facility and/or the two <br />sprinkler irrigated quarter sections on the Shalom Ranch involves potential negative <br />impacts.
