PERMIT APPLICATION <br />REGULAR 112 (AMMENDMENT) <br />EXHIBIT D <br />Mining Plan <br />Sandco, Inc. proposes anout-of-stream surface mine to extract sand and gravel materials. <br />This extraction will occur during the winter months of November through March. The <br />mining or extraction of the materials will be confined to the boundaries listed and shown on <br />Exhibit L. Excavation of the materials would be done utilizing a variety of equipment <br />including front-end loaders, scrapers, bulldozers, draglines, track-hoes, truck, etc., as <br />necessary. Although ground water will be encountered, the pit will have a minimum of 300 <br />feet of separation from the neazby Animas River. The groundwater that will be encountered <br />is approximately 8-12 feet below the surface, depending on weather and moisture conditions <br />from yeaz to year. The estimated commencement date for mining will be approximately mid <br />November, 2004. Life of the pit will be largely mazket driven but, based on current volumes <br />of demand, the life expectancy is 20-30 years. Topsoil that will not be used for immediate <br />reclamation will be stabilized with a vegetative cover until it is used for reclamation. <br />Thickness of the topsoil averages 18". From this 18" average and below to approximately <br />75', is suitable material for processing. The depth of the excavation will be approximately <br />35'. There will be no stockpiles of waste rock or overburden. <br />Pit excavation will begin at the south end of the pit with removal of topsoil to be stockpiled <br />for reuse during reclamation. Topsoil material in excess of that required for reclamation <br />would be placed in low azeas of pastureland owned by Sandco and adjacent to the pit azea <br />and seeded with native grass. Excavation would begin at the west pit boundary and extend <br />to the east pit boundary. Approximately two acres per year will be stripped to expose the <br />sand and gravel deposit. Upon reaching the east pit boundary, removal of the sand and <br />gravel to about one foot above the groundwater table would progress back to the west pit <br />boundary. Excavated material would be hauled to stockpile at the existing processing area. <br />The subsequent excavation would again start at the east pit boundary and material removed <br />to the final grade. Wet material removed will be placed on the previously excavated surface <br />to allow drainage of water before loading and transporting to the stockpile azea. The <br />backslopes of the pit boundaries will be made to a slope not steeper than 1' vertical to 3' <br />horizontal. Excavated slopes that are temporary, i.e., between the yearly excavations within <br />the pit will be made to approximately 1' vertical to 1.5' horizontal. This procedure will be <br />followed on a yearly basis until excavation is completed to the north pit boundary. <br />
